Rule 115
Delegation of rights
(1) The authority to grant allowances, approve plans, revise cost estimates, and revise acknowledgments as per this regulation cannot be delegated.
(2) Apart from the rights mentioned in sub-rule (1), the authority authorized to use the authority may delegate the other rights provided in accordance with this regulation to the relevant officer under his responsibility. However, when delegating the authority of the matter that needs to be decided by taking the opinion of the head of the financial administration branch, it should be done to a higher level employee than the head of the financial administration branch.
(3) Without prejudice to sub-rule (1), the concerned secretary may delegate the authority related to financial administration, including the operation of accounts under his responsibility, to the head of the financial administration branch. The head of the financial administration branch can assign accounting tasks including account management to the employees under his responsibility.
(4) According to sub-rule (1), the authority delegating the authority shall take and keep the necessary information from the concerned authority regarding the authority delegated by him.
